TA Recovery Officer – Slough Borough Council

Are you a TA Recovery Officer looking for a new role in Berkshire?

Slough Borough Council are currently looking for a TA Recovery Officer to join their team on a contract basis.

  • To maintain a working knowledge of the Housing Acts 1985, 1988, 1996, 2002, 2004 and subsequent or relevant statutes, case law and Council policy relating to the management and provision of temporary accommodation
  • To process TA void properties from vacation, clearance, gas and electrical safety checks, repairs and lettings within target timescales and budget guidelines, and to manage moves within different forms of TA minimising the use of Bed and Breakfast Accommodation.
  • To ensure compliance with gas and electricity, and health and safety regulations in temporary accommodation, and the installation and maintenance of appropriate furniture and fittings in liaison with designated furniture suppliers as appropriate.
  • To monitor the performance of temporary accommodation providers and enforce relevant contracts or Service Level Agreements to ensure effective management of TA stock.
  • In conjunction with the Income Recovery/Arrears Team, to check and validate invoices, hotelier signing in sheets to ensure proper financial control and the timely discharge of the Council’s liabilities.
  • To let temporary accommodation properties allocated by Officers, ensuring relevant advice is provided to tenants and rent payment systems are commenced. To carry out sign-ups at the property or in Council offices.
  • To visit the property after sign-up, ensuring that it is in a habitable condition and advising the client of the tenancy conditions. To make regular inspections to prevent and detect fraud

In conjunction with the Income Officers, to ensure that the team maximises rental income, taking appropriate legal action where necessary.

To advise tenants on debt counselling services and make every effort to ensure that rent collection targets are met.

  • Working with the landlords, landlords’ contractors and the Council’s contractors to ensure that all temporary accommodation properties are well-maintained and that appropriate repairs are carried out within the agreed time-scales, liaising with the appropriate landlord as necessary.
  • To address breaches of tenancy conditions including nuisance, racial or sexual harassment, domestic violence, or threats to the well-being and safety of occupants and all forms of anti-social behaviour..
  • To ensure appropriate management action against perpetrators, including immediate eviction and lock changes as instructed by Senior Managers and, where necessary, when instructed, to transfer and use emergency placements for tenants with an essential need to move.
  • To monitor and regularly visit all temporary accommodation tenancies to provide a tenancy management service including identifying squatting and unauthorised occupation, and take action promptly to ensure efficient use of properties and prevent consequential financial losses. To ensure that all visits are in line with the Council’s procedures in relation to officer safety.
  • To deal with vulnerable tenants and work with police and other agencies to address criminal and other anti-social behaviour and to provide relevant evidence and respond to neighbour complaints and community concerns.
  • To provide a housing service to all temporary accommodation tenants with a special need in respect of physical or mental health, age or other circumstances where support is needed, and to 3 liaise with Social Services and other support agencies to secure the delivery of community care services as appropriate, making referrals where necessary.

To ensure safeguarding for both adults and children in TA

  • To represent the service at relevant forums and meetings on temporary accommodation issues as required.To produce weekly/fortnightly rent arrears and void statistics for TA and to monitor all TA placements to ensure relevant reports are shared with relevant managers in Place Shaping .
  • To fully participate in the duty rota to ensure that the service hours are fully Covered and to cover all other duties as commensurate with the post
