Salary: £40,521 – £54,395 per annum

Role Overview:
The Project Buyer will be highly adaptable, working within different parts of the Estates Division to address business needs. You will manage the performance of contractors, consultants, and suppliers to ensure University expectations are met. Your role will involve developing and promoting procurement-led transformation programmes, strategic sourcing, and cost reduction initiatives.

Key Responsibilities:
· Lead the development and dissemination of best practice procurement strategies within the Estates Division.
· Manage procurement projects (>£10m) from initial sourcing to contract mobilisation, ensuring optimal value for money and compliance with University standards.
· Build strong relationships with internal and external stakeholders to ensure excellent service delivery and drive value for money.
· Prepare and agree tender documentation, oversee bid evaluations, manage supplier communications, and lead negotiations.
· Manage contractual risks by drafting bespoke clauses, liaising with Legal Services, and ensuring all purchasing complies with Financial Regulations.
· Develop and manage KPIs and benchmarks to measure performance, informing decisions on contract extensions and re-tendering.
· Devise and promote procurement-led transformation programmes and strategic sourcing initiatives to achieve cost reductions and improved value for money.
· Provide coaching and deliver presentations to team members and stakeholders on procurement best practices and regulations.

Essential Criteria:
· Extensive procurement experience within a Construction/Facilities Management environment, ideally 5 – 10 years experience.
· Proficiency in modern procurement techniques such as Value for Money and Whole Life Costing.
· Strong stakeholder relationship management skills.
· Experience using e-tendering systems.
· Proven track record of managing high-value procurement projects (>£10m).
· Understanding of Public Contracts Regulations 2015 (PCR2015).
· Member of the Chartered Institute of Purchasing and Supply (CIPS), qualified to level 4 or above.
· Bachelor’s degree or equivalent.
