Morgan Hunt is delighted to be partnered with Highlands and Islands Airport on an exclusive basis to recruit 2 interim Procurement Specialists.
These Procurement Specialist posts are 6 month FTC, however they could be permanent opportunities for the right candidates. Hybrid working model is in place, however it would be expected that candidates are within a reasonable distance of 1 of the 11 airports. Requirement to attend the office is set at 4 times per year.

Main responsibilities for Procurement Specialist:
- Conduct a proactive category management approach to ongoing spend commitments within your allocated categories by working closely with colleagues to utilise economies of scale and buying power in the aggregation of demand for common goods and services across all airports and corporate functions, whilst at the same time supporting local supplier opportunities and wider local community gains
- Expertly co-ordinate, lead and execute the end to end procurement process from strategy development, tender preparation, publication and evaluation, through to contract award, often working to tight timescales
- Consider the application of sustainability aims as an intrinsic element of each procurement project in terms of social value, local community benefit, fair work practices and environmental gains to contribute to net zero targets
- You will work closely with the Contracts Advisor to prepare, review and comment on draft contracts for inclusion in tender packs, and where appropriate negotiate terms with suppliers.
- Utilise a range of internal and external tools and systems during the procurement cycle including Public Contracts Scotland portal, national Sustainable Procurement Tools, internal SharePoint hub etc. You will contribute to the development, implementation and maintenance of digital procurement tools.
Key requirements for Procurement Specialist:
- Strong working knowledge of public sector procurement and Procurement Regulations, ideally including The Utilities Contracts (Scotland) Regulations 2016
- Demonstrates experience in developing robust commodity strategies reflecting market conditions and strategic objectives through to the award of contracts
- Working experience of data analysis, including financial data and reports
- Strong attention to detail with excellent written communication including report writing, and format presentation
