Job Title – PMO Analyst

Contact – 6 Months (Hybrid – 2 days per week)

Pay – £ 350 – 420 per day (Inside IR35)

Job Purpose

The PMO Planning Analyst role will report to the Senior Business Analyst within the Programme Delivery directorate, You will provide strong PMO (Portfolio level) planning and analysis skills to support and drive key cross-portfolio planning activities in support of major change initiatives across the Organisation. The Analyst will also support in the deployment of a new Portfolio and Project Management (PPM) system across the Transformation and Information Services portfolios.

Main Duties and Responsibilities

  1. Lead our approach to the development and collation of individual project/programme plans to enable the creation of cross-portfolio options and views across major change initiatives.
  2. Lead on the preparation of reports that help visualise the output of these workshops along with the associated benefits & risks.
  3. Support workshop preparation, execution, and follow-up activities & actions.
  4. Support in the development of our longer-term approach for wider cross portfolio resource and pipeline planning.
  5. Update existing Project Delivery guidance to support the deployment of a new PPM system
  6. Assist in the work to address digital hygiene, e.g.,SharePoint usage, to aid the transition to PPM and resultant structures needed to support our programmes effectively.
  7. Assist in addressing any risk related issues for the Transformation portfolio arising from a recent audit activity.

Knowledge/Qualifications

  • Extensive knowledge of PMO practices, in particular relating to portfolio level schedule and resource planning.
  • Relevant Degree or equivalent in disciplines such as IT or management.
  • Project Management qualification and /or strong understanding of project management methodologies.
  • Knowledge of change projects, in particular relating to systems implementation, and data projects.
  • Knowledge of and exposure to the IT system development lifecycle.
  • Knowledge and exposure to Project & Portfolio Management systems.
  • Exposure to Enterprise level reporting tools (e.g. PowerBI).

Skills

  • PMO planning of complex projects and programs across the full software development life cycle with a successful track record of delivery.
  • Management of portfolio level plans, ensuring these are agreed and communicated with the project team, project board and stakeholders.
  • Demonstrably strong analytical and problem-solving skills.
  • Ability to challenge the status quo effectively and develop innovative approaches.
  • Relationship management, engaging and positively managing relationships with those delivering and affected by change.
  • Proven ability to liaise and cooperate with people across organisational boundaries.
  • Creating and maintaining complex plans and resource schedules.
  • Effective negotiation and diplomacy skills.
  • Effective writing and communication skills to produce clear documents and reporting.

Experience

  • Relevant PMO experience that involved complex planning in a large organisation.
  • Using and managing PPM systems.
  • Substantial expertise in planning and analysis.
  • Experience of participating in project teams of 20+ people, including external contractors.
