Overview

Community Learn is overseen by the Head of Community Learn and aims to establish partnerships with members, individuals, employees, learning providers and support services enabling the creation and delivery of employability and learning solutions. The Learning Organiser role is funded by the Mayoral Priority Skills Fund (MPSF).

Job Purpose

Reporting directly to the Head of Community Learn, the Learning Organiser will project manage the MPSF Project and will be responsible for delivering all aims/objectives detailed in the project application, within the agreed timescales. This includes coordinating all project activity, recruiting and supporting Union Learning Reps (ULRs) and ensuring Community members and individuals have access to relevant training and support as well as developing relationships and partnerships with employers, learning providers and other learning partners.

The Learning Organiser will be an integral part of the organisation and will ensure integration of equal opportunities in all aspects of project planning and delivery.

Key Tasks and Responsibilities

  • Responsible for delivering objectives for the union learning project to the MPSF and other funding streams where appropriate working directly with the Head of Community Learn.
  • Responsible for any contractual reporting requirements within agreed timescales as detailed in the MPSF grant offer letter/contract – including monitoring, record keeping, learner progress, reporting equalities data and evaluation systems.
  • Financial management and administration of the MPSF project including producing and submitting quarterly claims, annual financial audits, financial forecasts, liaising directly with finance regarding authorisation of invoices/payments and monitoring budget headings to ensure project stays within budget; whilst maintaining strict adherence to the relevant funder’s financial rules/guidance working with the Head of Community Learn.
  • Recruit, support and maintain a network of Union Learning Representatives. Identify strategies through producing training needs analysis and facilitate identified training in a coordinated manner to develop, motivate and coach Union Learning Reps.
  • Work in partnership and build relationships with employers in order to create and deliver collaborative strategies to develop work-based learning and skills for the benefit of the business as well as individuals.
  • Work alongside branches and employers to establish joint union/employer Steering Groups. Provide specialist knowledge and expertise to these committees on the planning and delivery of learning for the employer/sector.
  • Negotiate collective agreements (Learning Agreements) with branches, employers and learning providers around facilitation time, paid release from work, course delivery/costs and joint initiatives.
  • Work alongside the Regional Team to develop regional learning networks and initiatives that include members, employers, learning providers and other partners.
  • Contribute to regional and national recruitment campaigns using learning as a mechanism to organise and recruit members. Ensuring any project work links in with any overarching regional plans/strategies.
  • Responsibility for the coordination and delivery of a range of learning / dissemination events across the region.
  • Advertise and sell Community’s learning offer throughout branches to members and non-members. Helping individuals overcome any barriers to learning and growth.
  • Manage MPSF steering group to schedule progress meetings, generate reports, track activities and progressing actions as required.
  • Signpost learners to other funding, agencies and provide redundancy support when employees are at threat.
  • Be responsible for ensuring good internal and external relationship management.
  • Undertake such duties as reasonably requested by the Head of Community Learn

Skills

  • Proven project management skills and the ability to bring projects to a successful conclusion.
  • Ability to build relationships at all levels with various stakeholders to ensure outputs and outcomes are delivered.
  • Strong written and verbal communication skills with the ability to confidently present to a wide range of internal and external stakeholders.
  • Knowledge of union strategies on learning and skills.
  • Meticulous attention to upkeep of project outcomes/learner data and project finances/budget. Good analytical skills and ability to work under pressure.
  • Highly proficient in the use of the main Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and able to use them effectively to track, monitor and report required data.
  • Good understanding of GDPR compliancy, & protocols and professional confidentiality.

Personal Qualities & Understanding

  • Background or experience in previous project delivery.
  • Understanding of adherence to funding contracts, guidelines, and policies. Awareness of the Government agenda on lifelong learning, local and regional policies.
  • Understanding of (or awareness of) good trade union principles, beliefs, and ethos.
  • Strong awareness & commitment to equal opportunities and valuing diversity.
