Extensive Experience in Housing Transformation: Proven track record of leading large-scale housing programmes, ideally within a local authority or housing association.

* PMO and Programme Expertise: Strong background in Programme Management with experience setting up and leading a PMO within a housing context.

* Governance Frameworks: Demonstrated ability to design and implement governance structures that promote transparency, accountability, and streamlined decision-making.

* Discovery and Analysis Skills: Experience conducting in-depth reviews of housing services, identifying inefficiencies, and recommending improvements based on regulatory standards and best practices.

* Change Management Leadership: Skilled in leading cultural and operational change, with a focus on breaking down silos, fostering a unified approach across housing services and co-design of services with users.

* Regulatory Knowledge: In-depth understanding of the housing regulatory environment, with experience ensuring compliance and addressing areas for improvement as identified by regulators.

* Experience of supporting and working across all levels of local government including Strategic Directors, Members, officers and professionals.

The Housing Transformation Programme Lead will be responsible for leading a strategic, cross-functional programme to transform Southwark Council’s housing services.

This includes:

* Conducting a discovery, analysis, and review of the current housing service.

* Developing the existing housing governance structure that ensures greater accountability, transparency, and efficiency.

* Leading the cultural and operational change required to integrate housing functions and remove silos.

* Delivering a housing transformation programme that aligns with regulatory standards and addresses the needs of tenants and residents.

* Maps and aligns the existing and planned transformed services to the outcomes set out in Southwark 2030 The successful candidate will be instrumental in driving synergy across various housing functions (operations, repairs, maintenance, etc.), creating a one-view approach to housing management that enhances service delivery and supports long-term improvements. Key Responsibilities

* Programme Leadership: Lead the transformation of housing services across Southwark, ensuring alignment with the Council’s vision for operational excellence and cultural change.

* Governance Structure: Establish and oversee a PMO (Programme Management Office) to support and develop the programme, enhancing and improving the existing governance frameworks that ensure clear decision-making, reporting, assurance and accountability.

* Discovery & Analysis: Work with the results of the RSH inspection outcome / report to assess the current state of housing operations, identifying key areas for improvement, new ways of working and aligning with regulatory requirements.

* Stakeholder Engagement: Collaborate with internal stakeholders across various council and housing functions to break down silos and create a more cohesive, integrated service delivery model.

* Regulatory Compliance: Ensure that all transformation activities meet the standards set by the Housing Regulator, addressing any issues identified during the self-referral process.

Change Management: Lead cultural change initiatives to ensure that staff across the housing functions adopt new ways of working and align with the Council’s transformation objectives.

* Performance Tracking: Develop KPIs and reporting mechanisms to monitor progress throughout the transformation journey, ensuring continuous improvement in operations, repairs, and maintenance
