Are you a Head of Revenues and Benefits looking for work in London?
Morgan Hunt’s Public Sector and Government client based in London is looking to recruit a Head of Revenues and Benefits to be the strategic and operational lead for all the main strands of income collection such as Council Tax, Business Rates and debts owed to the Council, and the administration of statutory welfare benefits and Council Tax Support to its residents.
As the Head of Revenues and Benefits, you’ll be responsible for:
· Leading a team of 140 Full Time Equivalents
· Leading a team responsible for administering £250million+ benefits expenditure and collecting £340 million+ income annually
· Supporting the design and implementation of the new Tackling Inequality model
· Owning and leading the implementation of the council’s Ethical Debt Collection Policy
· Finding innovative ways to prevent resident debt, tackle it early, make it easy to pay, and ensure that residents struggling financially receive timely information about the welfare support and advice available
· Developing and implementing local policy from manifesto commitments for revenues and benefits as well as debt, and advising elected Members and enacting policy change from Central Government
This assignment has been deemed inside of IR35.
Ideally, the successful candidate will have the ability to:
· Make a leading contribution to the design and implementation of the new Tackling Inequality model
· Work collaboratively across services, partners and VCS organisations to consolidate and
· strengthen evidence-based welfare advice and support
· Lead on the collection of all Council Tax and National Non-Domestic Rates (NNDR) of £250 million+, the collection of Council Debt of £90 million+ and the administration of local and statutory welfare benefits of £250m annually
· Lead and implement the development of Council-wide welfare policy and support whether local or national in origin and engage Members, stakeholders and partners.
· Lead, implement, and periodically review and refresh the Council’s Debt Strategy and Ethical Debt Policy
· Explore ways to implement a single view of debt and consolidated debt repayment for residents
· Lead Council income maximisation initiatives and policies and contribute to council anti-poverty initiatives
· Be the Council’s professional lead on all matters relating to Revenues, Benefits & Corporate Debt
· Brief Senior leaders and Elected Members as appropriate
· Develop strategy and implement and manage delivery of operational plans and projects to provide the Council with cost effective and efficient Revenues, Benefits and Corporate Debt Services in association with key stakeholders/organisations
· Lead and champion service and digital transformation programmes
· Develop and manage the long-term channel shift strategy, moving residents to self-service through the use of technology
· Develop and ensure that appropriate robust business systems and processes are in place to deliver the work of the Service, optimising the use of IT systems, financial modelling and risk management plans
· Ensure the Revenues, Benefits and Corporate Debt is compliant with all statutory duties, Council Policies and agreed procedures
· Establish a framework to monitor feedback from all customer groups and lead action plans to address under-performance
· Ensure time and quality response to the Freedom of Information Requests, Data Protection, Member Enquiries and Complaints
· Maintain industry knowledge, awareness of current innovation and best practice to ensure the continuous improvement/development of services to Residents and Businesses
