Morgan Hunt are working with a fantastic Public Sector organisation who are recruiting for a Head of HR role (People Partnering and Service) for 6 – 9 months initially. It is a hybrid role paying £550 per day, based in Brighton – 8 days per month in the office, reporting into the Director of People and Culture.
As the Head of People Partnering and Service, you’ll play a critical role in driving HR transformation, ensuring excellence in people services, and embedding a strategic partnership approach. Job Purpose
- Lead the People Services & Partnering function, ensuring the delivery of a high-quality HR service.
- Develop and embed a strategic business partnering model to support business priorities through expert People Planning.
- Drive the evolution of Employee Relations practices and ensure they align with current employment legislation.
- Collaborate with the People Directorate Management Committee to enhance the employee experience and service value proposition.
- Lead the review and improvement of HR systems and technology to support continuous improvement and strategic goals.
Main Responsibilities of the Head of HR role:
- Inspire and manage the People Services & Partnering team, fostering a high-performance culture.
- Oversee the strategic People Partnering function, working closely with leaders to align HR practices with business objectives.
- Lead and manage Subject Matter Experts, ensuring operational excellence across the People Directorate.
- Implement and enhance Employee Relations capabilities, ensuring policies and practices are fit for purpose.
- Collaborate with the People Directorate Leadership team to evaluate and improve employee value propositions.
- Lead HR systems and technology reviews, recommending improvements that support strategic People goals.
Person Specification for the Head of HR role:

Essential:
- Substantial generalist HR experience at a senior level, particularly in the public sector.
- Proven leadership of an Employee Relations team, with expertise in handling complex casework and tribunals.
- Demonstrated success in leading strategic HR business partnering initiatives.
- Experience developing and implementing People strategies aligned with organisational goals.
- Strong relationship-building skills, working effectively with leaders, managers, and stakeholders.

Desirable:
- Experience working in a regulated environment, particularly within the pensions or financial services sector.
- Strong understanding of digital HR solutions and continuous improvement processes.
