ESTATES & TECHNICAL SERVICES MANAGER

· Responsible for all building surveying within the team. To act as a mentor and primary source of technical information and to develop and implement procedures in relation to condition surveys, PPM schedules, long term maintenance plans and life cycle programmes.

· Responsible for developing the College’s Maintenance Strategy to ensure alignment with existing strategies, compliance, VFM, efficiency and best practice and to continually develop and enhance the maintenance service.

· Responsible for Energy reduction strategy and reduction of our carbon footprint across the College Estate.

· Responsible for supporting the development of best practice within the four core sections of the estates team; Maintenance, Facilities Management, Operations Management and Health & Safety.

· To develop a robust strategy around the development, implementation, roll out and training of RCM’s CAFM system. To include developing SLA’s and KPI’s, data cleansing and transition, asset tagging, naming conventions, management of data etc. To be responsible for the subsequent monitoring, management and development of the system.

· Ensure the buildings are maintained to the highest possible standards and that the building infrastructure and fabric is robustly managed.

· Undertake regular audits and building inspections to ensure the estate is well maintained and works have been completed to the required standard.

· Effectively manage building maintenance projects, including refurbishment and minor alterations, from inception to completion including post-occupancy evaluation.

· Review and develop processes and procedures in relation to Contractor induction, H&S, safe systems of work etc. and ensure suitable and sufficient systems are in place for the effective supervision and control of contractors and suppliers.

· Support in ensuring all contracted electrical, mechanical and environmental maintenance servicing is carried out according to contract and legislative requirements.

· Actively engage with the College community to raise the profile of the Estates team, identify opportunities for improvement and to gain knowledge of / share best practice.

· Ensure the development, maintenance and accessibility of estate related data (condition, functional suitability, maintenance liability etc.) including the annual Estates Management Return.

· Support in reviewing all estates strategies, policies and procedures and recommend improvements where necessary.

· Provide support and advice on estates maintenance and FM to Director of Estates, RCM Directorate and Estates Committee and advise on RCM’s Estates Strategy.

Project Management Support

· Attend project and site progress meetings throughout the construction phases to represent the interests of the operations teams ensuring consideration is given to project impact on H&S, building users and business as usual.

· Provide technical support to the RCM’s Director of Estates to include identifying and advising on project risks, the maintainability of specifications and impact on lifecycle and operation costs.

· Monitor contractor and sub-contractors progress, liaise with site managers to ensure contractual arrangements are achieved, evaluate and identify potential construction challenges and work with team members to ensure projects meet programme.

· Ensure accurate up to date asset information is available on completion of projects including drawings, O&M manuals, commissioning certificates, maintenance schedules and other estates records.

· Support with the identification and management of all other College Estates projects including developing the client brief, draft tenders and prepare specifications, drawings and contract documents, ensure projects comply with relevant statutory and regulatory consents, evaluate tender returns, undertake contract negotiation, contract award and contract administration.

· Monitor and report on the performance of projects against plan, highlight slippage and identify and implement corrective actions, implement robust cost control and change management to ensure projects remain within agreed budgets, achieve their overall objectives and ensure individual responsibilities are clearly understood by all those involved in each project.

· At handover, ensure that the completed works and documentation are in accordance with the approved design and specifications and meet with the Project Sponsors approval.

· Undertake construction monitoring, snagging, defects and post project evaluation feedback.

· Proactively contribute to the handover process of projects/buildings to users.

Health & Safety

  • Provide technical advice and support to the Director of Estates, Head of Projects, Facilities and Operations, Estates Project & Operations Manager and the Maintenance Manager on a wide range of health and safety issues in relation to construction and maintenance activities, including but not limited to contractor inductions, reviewing construction phase H&S plans and safety policies, risk assessment and method statements, developing and managing the permit to work system, developing safe systems of work (SSW) including working at height, manual handling, hot works and asbestos management, ensuring compliance with the Construction (Design and Management) Regulations 2015 (CDM 2015) both prior to works commencing and throughout the construction phase of a project.
