Are you a Strategic Commissioner, within Benefits and Homeless Prevention, looking for work in East London?

Morgan Hunt’s Public Sector and Government client based in East London is looking to recruit a Strategic Commissioner (Benefits and Homeless Prevention) to provide support throughout a busy period.

This assignment has been deemed inside of IR35.

We are seeking an experienced Strategic Commissioner (Benefits and Homeless Prevention) to lead the development and commissioning of new supported accommodation for residents who are homeless or rough sleeping with multiple complex needs. This is a critical role that will influence the strategic direction of housing services, ensuring the delivery of tailored support solutions for vulnerable individuals within the community.

Ideally, the successful candidate will have the ability to:

  • Lead the commissioning and procurement of supported accommodation services for homeless residents, particularly those with complex needs such as mental health issues, substance misuse, and long-term rough sleeping.
  • Develop and implement strategic plans to address homelessness prevention, collaborating with internal and external stakeholders to ensure comprehensive service delivery.
  • Work closely with housing providers, charities, and service users to design and commission services that meet the specific needs of homeless residents.
  • Monitor and evaluate the effectiveness of commissioned services, ensuring they deliver positive outcomes and represent value for money.
  • Lead on contract management for commissioned services, negotiating agreements and ensuring compliance with contractual obligations and service standards.
  • Provide expert advice on homelessness prevention, supported accommodation, and welfare benefits, ensuring the commissioning strategy aligns with local and national policy.
  • Collaborate with health, social care, and housing teams to ensure a joined-up approach to homelessness prevention and support.
  • Identify funding opportunities and manage budgets related to the commissioning of homeless prevention services.
  • Conduct needs assessments and use data-driven insights to inform the commissioning of services and programs that address the root causes of homelessness.
