Job Title – Director of Data & Analytics

Contact – 9 months(Hybrid – 2 or 3 days per week)

Pay – £ 480 – 500 per day (Inside IR35)

Job Purpose

The Director of Data & Analytics Officer will have responsibility for the strategic and operational management of the Business Information and Clinical Coding teams across all sites in the Trust, in order to support the strategic and operational performance of the Trust. This role will take an active role in some of the system-wide and multi-disciplinary collaborations of intelligence professionals (including data analysts, clinical coders, data scientists and qualitative researchers). Intelligence functions will support a breadth of strategic, clinical and Operational decisions at Director level. The post holder will be accountable for information standards and the development of business intelligence to support strategic and operational delivery, information governance and data analysis.

Key Responsibilities

  • Act as the primary contact for data, analytics and insight across the integrated care board, ensuring the continuous availability maintenance and smooth running of services.
  • Responsible for timely production of accurate, high-quality data and translate this into management information to inform and aid effective decision making at Board of Directors, Executive Team, Clinical Groups, Team and individual level.
  • To work closely with the Analytical and Digital Teams across the system to prioritise and develop the data assets needed to support the local analytical and digital strategies.
  • Ensure effective Problem and Incident management for all minor/major service level issues, and that SLA’s are achieved, and client expectations are met (or exceeded). Monitor and track risks and issues and ensure proactive resolution and escalation processes.
  • To attend existing subject matter meetings, as well as establishing and chairing any relevant forums required across the ICS, providing leadership, advice and subject matter expertise.
  • Provide subject matter expertise on a range of health and care data sets as collected by different providers, in order to support a range of varied Trust wide and integrated care system functions.
  • Deal with complex and conflicting subject matter problems or in day-to-day workload in workshops, meetings, one on one communications and other events, comprising various parts of the business.
  • Provide hands-on technical development, user access permissions and debugging fixes within the data warehouse environment to support the team. This should include activities such as data modelling, data transformation and reporting as required.
  • Support and inform the targeting of resources, monitoring, implementation and evaluation of specific tasks/projects by undertaking complex and detailed information analysis, communications and stakeholder management. This includes the management of the teams priorities and workload balancing.
  • Develop Key Performance Indicators (KPIs) and reporting schedules for Business Intelligence and Analytics services and lead on achieving these, monitoring and evaluating performance against objectives and continuous improvement cycles.
  • Develop and champion new initiatives or projects as necessary
  • Ensure service delivery teams maintain business continuity and oversee operational upgrades
  • Carry out research on new products and support the delivery of new technologies where this should be appropriate
  • Lead supplier relationship and license management
  • Oversee and manage functions that are dependent on external interfaces e.g. dataset provision through national products or pipelines such as those provided to the ICB through our Commissioning Support Unit
  • Work towards standardising systems and processes to match industry standards or to align to new standards produced by national teams with regards to data provision and interoperability.
  • Ensure all Business Continuity Plans (BCPs) and Disaster Recovery (DR) plans are up-to-date and carry out tabletop exercises.
  • Plan data warehouse and integration configuration testing with leads, as required, for maintenance, configuration releases and upgrades.
  • Support the wider ICT Directorate projects that involve Informatics and contribute to strategy; formulate objectives and research and ideas for future development. Ensure that Service Delivery teams manage portfolios of tasks and that projects are planned, managed and delivered effectively.
  • Ensure data warehouse and integration projects are delivered within agreed cost and time parameters in line with Minimum Viable Product (MVP) requirements
  • Be responsible for the day-to-day range of staff management matters, including work allocation, staff development, staff performance and appraisal, sickness absence, recruitment and other associated HR functions as required
  • Make effective use of learning opportunities within and outside the workplace, evaluating their usefulness and feeding back relevant information.

· Experience of leading major change initiatives with entrepreneurial ism in a challenging organisational environment
· Significant experience of managing and prioritising a large budget with solid knowledge of financial and commercial process requirements.
· Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
